Don't insert your 42x30 as a block and then try to scale it down, just open your 42x30 dwg file and edit it to be 36x24 size by stretching the ends 6" in each direction then SAVE AS 36x After that you'll have a template ready for the new size, otherwise you would be doing it all the time I just made one but I cannot figure out how to move those attributes to the title block Please, see attached screenshot and dwg.

You may want to go just a little inside of that and watch out for the thickness of the lineweight as well. Start with the boundaries of your paper size it will show the printing limits.
